Honoree: David D. Pagan (1943-2013), who had served as an infantryman in Vietnam, was executive director of Los Sures, a nonprofit organization that has advocated rebuilding in South Williamsburg since 1972. Los Sures has rehabilitated of many buildings, giving residents a safe and sustainable neighborhood. Under his leadership, Los Sures became a pioneer in the management and development of affordable housing and was the first community-based organization to enter into agreements to manage City-owned properties.
