Honoree: Richard Propper (1935-2016) had a long and successful career in retail, teaching and real estate. He graduated from New York University in 1957, returned to school to receive his MBA at the age of 67, and taught at the Laboratory Institute of Merchandising (LIM) for over 15 years. An owner of multiple women’s clothing stores, he was the founder and Board President of the HUB 3rd Avenue Business Improvement District and served on the NYC BID Association’s Retail Advisory Board. Due to his efforts, the Third Avenue commercial corridor remained robust during the 1970s, 80s and 90s when other commercial corridors in the Bronx were in decline. He was committed to small businesses and to the South Bronx. One of his last actions was drafting, from his hospital bed, legislation on small businesses and business improvement districts. It was passed by the NYS Legislature prior to his death. (Salamanca, Jr.)
